Requirement to Process Building Permit Certificate (PBG) & Functional Suitability Certificate (SLF) in Bali, Indonesia

Regulatory Overview: PBG and SLF Compliance

It is essential to distinguish between the Building Approval (PBG) and the Functional Suitability Certificate (SLF) to ensure your property meets Indonesian statutory requirements:

a. New Construction

For projects in the planning or development phase, a PBG must be secured prior to commencement. Upon construction completion, an SLF must be obtained to certify that the building is safe and fit for occupancy

b. Existing/Completed Structures

If a building is already completed but lacks the necessary permits, the owner may apply directly for an SLF. Under current regulations (SIMBG system), the issuance of an SLF for an existing building will also trigger the formal issuance of the PBG as a unified compliance package.

  4. Technical Review & Coordination: Periodic progress updates and technical discussions throughout the verification and application phases.
  5. Project Completion: Delivery of the final Technical Assessment Report, along with the officially issued PBG and/or SLF certifications.

  3. Certificate of Authorization for Land Utilization. [If applicable; In the event that the name of applicants different with the name stated in the land of title deed]
  4. Leasehold Agreement.
    [If applicable; In the event the land is under leasehold by applicants]
  5. National ID Card/Resident Identity Card (KTP)
  6. Tax ID Number (NPWP).
  7. Deed of Incorporation (Akta Perusahaan).
    [If applicable; In the event the applicant is company not individual]
  8. Certificate of Spatial Utilization Suitability (KKPR).
     [Property in the green zone area is automatically rejected for the  process,due discrepancy in the spatial function]
  9. Business Identification Number (NIB).
  10. Statement of Commitment to Environmental Management & Monitoring (SPPL).
  11. Regional Tax Payer Number for Ground Water (NPWPD-ABT) or Proof of Payment for Ground Water.[Submission of either document is applicable]
  12. Electrical Installation Identity Number (NIDI) & Commissioning Certificate for the Electrical Installation (SLO)
  13. Regional Corporate Tax Payer Number (NPWPD Usaha).[If applicable; In the event the applicant is company not individual]
